CONDITIONAL USE PERMIT (PHG 13-0005) - Request Council approve a Conditional Use Permit (CUP) to operate an adult school/university, John Paul the Great Catholic University, within the Historic District of the Downtown Specific Plan Area (SPA 9), subject to a limit of up to 300 people.

PUBLIC HEARING TO APPROVE THE FISCAL YEAR 2013-2014 ONE-YEAR ACTION PLAN FOR USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP (HOME) FUNDS - Request Council solicit and consider citizen input on the Fiscal Year 2013-2014 Action Plan for use of CDBG and HOME funds; approve the HOME budget and authorize the Director of Community Development and City Clerk to execute contracts as appropriate; and approve the submittal of the Fiscal Year 2013-2014 Action Plan to the United States Department of Housing and Urban Development (HUD).
