MEMORANDUM OF UNDERSTANDING WITH THE CITY OF ESCONDIDO AND THE CITIES OF CARLSBAD, OCEANSIDE, SAN MARCOS AND VISTA FOR FUNDING OF AN AGREEMENT WITH THE SAN DIEGO REGIONAL ECONOMIC DEVELOPMENT CORPORATION - Request Council approve a Memorandum of Understanding (MOU) with the City of Escondido and the cities of Carlsbad, Oceanside, San Marcos and Vista; and authorize funding for Escondido's share of the agreement with San Diego Regional Economic Development Corporation to implement the North County Economic Development Collaborative Model.
