ANNUAL PROGRESS REPORT ON THE IMPLEMENTATION OF THE GENERAL PLAN – (PL23-0027) Request the City Council review and receive the General Plan Annual Progress Report (“APR”), documenting the City of Escondido's ("City") progress on implementing the General Plan, including the Housing Element Annual Progress Report and Climate Action Plan Annual Monitoring Report, and authorize submittal of the report to the State Office of Planning and Research ("OPR"), the State Department of Housing and Community Development ("HCD"), and the San Diego Association of Governments ("SANDAG").

REVIEW AND APPROVE THE CITY OF ESCONDIDO’S HOME-ARP ALLOCATION PLAN Request the City Council adopt Resolution No. 2023-32, approving the 2023 HOME-ARP Allocation Plan and use of administrative funding and approve the associated Budget Adjustment.

AMENDMENT TO THE 2021-2029 GENERAL PLAN HOUSING ELEMENT UPDATE (PHG 20-0030) Request the City Council adopt Resolution No. 2023-31, approving the General Plan Amendment to the 2021-2029 Housing Element of the General Plan and relying on a previously adopted Addendum (Third Addendum) to the FEIR for the 2012 General Plan Update. The Housing Element is one of the mandatory elements of the General Plan and is required by state law to be updated for the 2021-2029 planning period.
