BID AWARD FOR THE ESCONDIDO CREEK TRAIL LIGHTING PROJECT AND PUBLIC HEARING TO APPROVE AN AMENDMENT TO FISCAL YEAR 2013-2014 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN ALLOCATING FUNDS FROM THE TULIP STREET PROJECT TO THE ESCONDIDO CREEK TRAIL PROJECT - Request Council approve the bid and authorize the Mayor and the City Clerk to execute a contract and related amendments with the successful bidder for the Escondido Creek Trail Lighting Project; and approve an amendment to the Fiscal Year 2013-2014 CDBG Action Plan allocating funds from the Tulip Street Improvement Project to the Escondido Creek Trail Lighting Project.
